Peppol 0208 vs 9925: why Belgian invoices do not arrive

Also available in:NederlandsFrançais

0208 and 9925 identify different Peppol addresses, even when they belong to the same Belgian company. If your software sends to an address that is not registered, the sending access point cannot find the receiver and the invoice is not delivered.

Two schemes, two separate addresses

A Peppol participant ID consists of a scheme and an identifier. In Belgium, 0208 identifies an enterprise number, while 9925 identifies a Belgian VAT number. The matching digits do not make these addresses interchangeable.

The Belgian government FAQ says Belgian Peppol service providers must register Belgian companies under their enterprise number using 0208. Registration under 9925 is additional and optional. A company can have both registrations, possibly with different providers.

  • 0208:0403170701 uses the enterprise number, including its leading zero.
  • 9925:BE0403170701 uses the Belgian VAT number, including BE.

Check the address and supported documents

Use the free Peppol ID lookup on this site to check both addresses separately. Confirm which registered address supports Peppol BIS Billing 3.0 invoices; a registration for another document type is not enough.

  • Prefer the registered 0208 address for a Belgian company.
  • Check credit note support separately if you need to send a credit note.
  • Ask the receiver to confirm the address used by their current provider.

Correct the customer record before resending

Update the customer record’s Peppol scheme and identifier in your accounting software. If 0208 is missing, ask the receiver to have their provider register it. Do not change the customer’s VAT number merely to change the routing address.

An unsuccessful lookup does not create a bounce message for the recipient. Check the sending status with your own provider, then resend through the corrected address after confirming that the first attempt was not delivered.

Frequently asked questions

Does a 9925 registration automatically include 0208?
No. They are separate participant IDs. Check both registrations and the document types supported by each.
Can the two addresses use different providers?
Yes. A company can be registered under both schemes at different providers, so confirm where each address delivers invoices.
Will the receiver know that my invoice failed?
Not if their address could not be found. The invoice never reached their receiving service; ask your sending provider for the delivery status.
